The best way for your sims to gain the skill is by parenting their children.
It’s a good option for before you have the kids if you want to start with a higher skill and can be added to gameplay like you’re reading parenting books! However, all skill books in The Sims 4 gain the skills much slower than just actually doing the skill so your sim will end up working on reading this book for a long time compared to just interacting with their kids. The other option is the option of purchasing a parenting skill book. The first one is to read parenting forums on the computer which you can find under web, this will gain the skill pretty slow but can give your sims a good head start. Your first two options for learning the parenting skill don’t involve kids at all and allow you to earn it before you ever become a parent.
